GMIC 1.3.9.0 released

That was certainly fast.

Here is a cat I g'micced using v1.3.9.0. I couldn't tell any difference from v1.3.8.0. If there are new filters in the plug-in, I wouldn't know; I didn't have v1.3.8.0 long enough to know what was in it.
