Here is the Gimp-Toy-Plugin version 1.0.2 with new horizon bar.
Just install to your plugins folder.There are scripts in the help folder also.Place the script that pertains to your language in your scripts folder.

Seems to have a bug. If you click cancel the plugin crashes. (works well though)
It also works in Gimp-2.7.4 (flawlessly)

Might just take you up on that offer Rod. Again, thanks for this one. Had already toyed (pardon the pun; lol) with it and it worked quite well. Since your compile retains the mask layer, just painting where you want more or less of the effect can really make for some interesting DOF effects too. :)

I am not sure how to compile the included src on Ubuntu.I am not familiar with the platform.

I have this installed in my 2.8.10. It works, no complaints here, but I don't remember getting the command box pop up in my 2.6.11. Any thoughts? I understand this was made for 2.6.11. I also tried the 2.7.4 version, with the same result.

Yes when i compiled the plugin i didn't use the mwindows command to disable dos error window.
It still runs fine just with a view of whats happening. :)

Well, I've just added something similar in G'MIC few hours ago.
The filter Degradations / Blur [depth-of-field] allows to apply focus blur on your images :

I like it, it works well, and is easy to figure out, but I like how the toy script saturates the color, and makes it look more toy like.

TheWarrior : well, you can always go to G'MIC Colors / Lab Mixer afterwards and boost the 'a' and 'b' components.
I find it even better than tweaking the saturation. This is what I get with G'MIC only filters :
