Not 100% sure but I do not think this one has been included.

GLADE DLL files for Windows- Place these dll files in the GIMP-2.8/bin directory. This worked for me in 64 bit GIMP-2.8.14. This Border tool is tabbed.

thank you for the answer, you are right I forgot to list cause I failed weeks ago to install
here was my tentative

1. In user>.gimp-2.8 I opened two sub-directories : python and bin
2. In python I created a sub-directory LineBorder-2.4.2 and I moved these files
_ini_.py
Gui.py
LineBorder.glade
LineBorder.py
LineBorderProfile.py
TreeViewTooltips.py
And also
.gitignore
Kym-Border.py

3. Always under pyton directory I opened another sub-directory lib/site-packages/.gtk-2.0/gtk/glade.pyd

4. In sub-directory bin I moved these files

libglade-2.0-0.dll
libxml2.dll
5. Preferences>Folders>Plug-in
User/.gimp-2.8/python/LineBorder-2.4.2

Result : I could see the item in Filters>Décor>Borders>LineBorder2
But when I click over nothing happen

where I failed?

The pyd file should be in program files/GIMP 2/python/lib/site-packages/.gtk-2.0/gtk/ folder
dll files should be in program files/GIMP 2/bin/ folder
Everything else should be in user/.gimp-2.8/plug-ins folder.

Is there a reason no one ever mentions the border in selection?

There are a few of those I do not have. Another one that wasn't mentioned in decor is slide. Thought I saw them all.

I like this filter! Thank you to show to me; I updated the list and the show
(it is under Filters>Decor)

the file glade.pyd was already there

dll files should be in program files/GIMP 2/bin/ folder
file libxml2.dll was already , I added libglade-2.0-0.ddl

maybe is not working on Vista32bits
I also delete pluginrc and restart no way
when I start GIMP it shows a strange list releted to the file Treeviewtooltips !?!

Well, I was thinking about that but i decided not to include the "indirect"
possibilities to create a border
Maybe we can make a special section for that staff

Beautify>Border has a lot of masks;
with Glass Frame Effect you can have splendid compositions
but I want to give some info on ICCII-Effects-AddBorder:
try these settings
a.Border Fill Type: GRADIENT
b.BlendMode: CUSTOM GRADIENT
d.CustomGradient: Three bars or CrownMoulding or Banded BGN-FG-WBG
e.GradientStyle: Shaped Sph
need alpha channel

I forgot that I was using 2.8.14, gota modify script first for the brush routine
now OK for all gimps 2.6 to 2.8.14

Marcello got me thinking about all the ways borders can be made. One can made as many custom ones as they can think of doing. I have found a few different ones making a simple rectangle selection first.

I have used most of these frames scripts and plugins but the one that reigns supreme is Frame Factory
judged on it's flexibility and ease of use
