I downloaded gimp 2.8....i have the 4x6 template that i got from someone it has the 15 transparent circles on them already. i tried to copy an image and then paste it but its either too big or too small...and then i want to put an image on top of that background image..

can someone help me create one or put it in wording so i can follow it... i tried you tube and its ok on some but confusing.. i followed the example of another tutorial on here for a more complicated one but got lost at the end..

There is the resize tool that you can use to make the pasted image the size you want.

njssexymami: if you need or want further help i think you should tell us more about what you're starting with and what exactly you want to do with it because it's really hard to help when you don't know exactly where you run into problems.

@njssexymami:
From what I read, this is your first encounter with graphic editors, you need to focus on basic tutorials to understand principles of layer manipulation, bitmap limitations and those stuffs. I'm sure someone here could point out some reading for beginning beginners (:

You need to use layers, If you want to put an image on top of your backgroud, make a new layer and add it to that layer. Here is a small explanation how to resize your images to they will fit.
resize image using gimp resize tool

or you can use this resize tool in your gimp tools :scale make sure you click the paper clip so it joins so the width and length both change when you are resizing.
