Here is what you will be creating.

I will be using Gimp Portable 2.6.11
You will only need Gimps original filters for this tutorial, and it is considered to be a beginners level tutorial.
A reflection could also be added but i will not be covering that in this tutorial.

So let's begin
1) Create a new document this size - 640 width x400 height - white background for now.
2) Select the text tool - font size 96 - color black - the font i used is called "Scream alternative Thin"
but you can use any fat looking or bold looking font.
3) Type out what you want your text to say
4) Right click the text layer and select Alpha to Selection.
5) Go to Filters/Render/Clouds/Plasma and just click ok - you should get something like this.

6) Now with the text layer still selected go to Colors/Desaturate and click ok.
7) Now go to Colors/Curves and put in this line by clicking directly in the graph.

8) You should now have an image something like this one

9) Go to Select/None
10) Now rotate the text layer 90 degrees counter clockwise.
Select the text layer - Go to Layer/Transform/Rotate 90% counter clockwise.
11) Go to Filters/Distorts/Wind - put in these settings

12) Go to layers/Transform - Rotate layer 90% clockwise.It should now look something like this.

13) Go to Colors/Colorize - select any hue you want.Ice can be all kinds of different colors.I chose to make mine kind of realistic looking in this tutorial.The settings are as follows.

14) Now just select your background layer and color it black ... or whatever color you like.
Final result

As you can see mine has a reflection and it looks great either way.but i am not going into masking reflections in this tutorial.I feel that is a tutorial best left to video.

Thanks Molly. I'm not having good luck with an iceberg. Doesn't have depth to make it 3D.

I like doing the simple ones. :)
All the results look very good.

O you could try and bump map a duplicate of your iceberg to the other iceberg layer.Then just duplicate the bump a lot and move those duplicates a little each time to form a 3-D effect.Then merge them all and do the rest of the tutorial with the wind and colorize.That might work.

Good idea, Rod. I'll give it a try. I made one and put it in the ocean (a pic) and it looked flat. I'll try your idea.

:rofl The bottom part of the iceberg's not too bad, but the top part sucks. It still looks flat. I'm thinking instead of trying to make it go up to a peak, a semi-flat top would be better.

Well when I sent to submit my post of the iceberg it showed me your post saying it had been added while I was writing my post and I saw an attachment, then after I posted mine, attachment was gone. :lol

Here's my try.. I used the curves filter on the first one and just the plasma and the plastic wrap on the second.

Akky,
This isn't a real tutorial but you may be able to do your reflection from these steps.
Create a duplicate of your text. :dupe
Use flip tool and flip vertically. :flip
Right click on the duplicate layer and add layer mask
On the layer mask window that pops up click Black (full transparency)
Click the blend tool, :blend Click the box beside gradient and select foreground to
background (RGB) using the default colors :fg2bg

With the mask box selected, (the black box), drag a short vertical line with your gradient. You can use the opacity slider to suit the look you want.
Right click on mask and select apply mask, (that will make it into one box, (the text).

After you get your reflection the way you want it, merge it down to the layer below..
