Ana, your world is spinning at the same rate as the rest of them. I looked at yours in gimp and all of the layers are set at (100ms)(combine).
When you ran Optimize (Difference) if a speed was not designated before running it, the speed is automatically set at (100ms)
When saving in gif format, changing the speed in the last dialog will NOT change the speed of your animation if it is already set (which yours was). To change it to 200ms, you would have had to change it before saving the image.
Before you run the Spinning Globe filter, name your layer: globe (200ms). That will make all of the frames at 200ms.
80 frames set at 200ms will make the sphere turn with jerks instead of smoothly. The only way you can slow it down and have it turn smoothly is to make the spinning globe with more frames.
I've made a demo to show the difference. The one on the left is 100ms, the right is 200ms, both with 80 frames.


If you want to change the speed AFTER you have run the Spinning Globe filter you will need saulgoode's anim-settings-semiflatten.scm -
Filters > Animation > Settings with Semi-Flatten.
When setting the speed for an animation with a combined background, be sure to UNCHECK the semiflattening feature and just change the speed.
