Not the graffiti on the walls but that with colored pastels:
i had a flash in my school (what is before high school? that one) was a amazing teacher and she teach how to make graffiti with pastel:

you draw something with colored pastel, doesn't need to be accurate but should caught be the basic shapes
Then you grab a black pastel and you cover everything with a thick layer of black pastel
Last you grab a blade and you carefully peel off the black following the image contours

Maybe i found how to emulate digitally the process, it is even simple (but the result are still a bit rough..and you should find a adapt image...

too lazy to write a official tut with screengrab etc...but is very simple and you may look the xcf

1 )dup the layer Gmic/Artistic/hard sketch, check negative
play with the setting to have some really white lines
(or use after curve or level to adjust...you don't want all the lines of pure white because pure white will not get the color
but you want some pure white lines and the rest of a quite light grey..the rest must be solid black)

2 ) move the original on top in COLOR mode

if you do in the first image you will get this

3 ) is optional to add highlight :
Dup again the original run Charcoal filter, place the layer on the very top in Soft Light mode
But maybe i like more without charcoal

Too bad i delay because i hate fill deviantart submission form it took ages and can't be done as a batch..but ok i will do tonight

I do not understand well your comment about lazyness and gmic
I am not that lazy, i have no problem to give the link for gmic...here copy this

and paste in the search box of your browser, and press enter...the first results are the right one

As you see i am not that lazy i explaned perfectly how found the link to download gmic...or somebody need me expanding the point ?

A quick color inversion and desaturate makes it look like a sketch.

You traced the origin , you did the way back:
i used a sketch filter set to negative, and then i placed back on the original

But ..What if a "sketch" or anyway bw duplicate is used not as a layer but as a layermask?

let say as BG a sharpened dup
above a smoothed dup and the "sketch" layermask...
huummm...i should try :paint

And then apply some sort of texture to the layer? You could get a pretty cool sketch effect.

Huum...about textures gmic allow to load images from the net.
This was never used for filters but allow to load and appy any texture

But i don't want astray first i want make a filter from this process a filter that

apply a sketch filter on a dup + negative
blur the original

the sketch layer go on top in" lightness" mode

Ok if not tonight, tomorrow will be ready

IThere are other filter around that may emulate Pastel Graffiti?

I was hoping a bit more of C&C on this technique because i have a sort of mixed feeling i am not sure if i really like it
well i like for the strong effect and because it is very close to the original media but has the original technique the effect is rough , but also quite effective

anyway at the end i wrote as gmic filter , testing now for hidden errors (so don't rush to upload filter now...wait at least 1 hour )

PS that sort of dotted pattern in the bird BG is only on the screen of my PC or you may see it ?
