This is a simple tutorial, but with many options

1. start out with a blank canvas, I would recommend a large size when you are just learning.

2. I forget this a lot and it makes it harder, but doesn't affect final product. Change your palate color to something that will show up on black.

3. Take and make a path that you like, and then stroke path with a 2 pixel wide brush stroke.

4. Make a new layer, and then select that layer and stroke path again but this time with a 6 pixel wide path with a neon blue type color, or something else that is neon like.

5. Then select the 6 pixel wide path with, alpha to selection on that layer, and the Filters, Blurs, Gaussian Blur, and then use a setting near 10 and 10 I think... doing from memory sorry, but use whatever you think makes it look good.

6. Save your file, and upload it to your favorite Image Hosting site, and post it here for us to see.

I could have spent a couple of minutes on it, but I did it quickly and came up with this.

I have tried this over and over and don't know what I am doing wrong. I used a 15 blur and it still doesn't spread.

I think it's because of Step 5, Molly.

If it's alpha to selection when you try to blur it, it won't blur. Just select the Layer but don't do alpha to selection.

I did it initially without the alpha to selection, but when I re-did it, I used the alpha to selection. The blur still thinned out the layer enough for the white to show through. It just didn't allow the blur to go outside of the selected area.

File>Create>Logo>Alien Neon, Neon
This is not really a tutorial just an easier way to make it around text :D

very nice pogo. I can't get my neon to spread out that way... what size blur did you use?

Can't speak for Pogo, but you can have another layer on which you stroke with a much wider brush, then blur, and reduce transparency.
